  7.     Why do Congressmen keep on speechifying for hire? The
  8. House now prohibits members from pocketing such fees, and the
  9. Senate is on the verge of adopting a similar ban, but
  10. legislators won't clam up. They have found a censure-free use
  11. for the money: donate it to home-district charities. Democrat
  12. Dan Rostenkowski of Illinois is a master at sharing the
  13. largesse, using it for inner-city children's programs, among
  14. other good works.
